GMAPS IS PART OF 2.50 MILLION DOLLAR DEAL BETWEEN THE BURMESE GOVERNMENT AND A SINGAPOREAN CONSORTIUM FOR CONSULTANCY SERVICES FOR DEVELOPMENT OF THE KYAUKPHYU SPECIAL ECONOMIC ZONE.

Singapore, 15 April 2014:The Burmese government has chosen a group of companies led by Singapore's CPG Corporation to do consultancy work for the massive Kyaukphyu Special Economic Zone ("SEZ") project, which is located in Rakhine State.

During a press conference held on Monday, 3rd March 2014, Deputy Labor Minister Myint Thein, the secretary of Burma's Bid Evaluation and Awarding Committee, announced the Singaporean-led group, a five member consortium led by CPG as the winner of the open tender for which over 31 international consulting firms had expressed interest and 17 firms had submitted tenders. The Bid Evaluation and Awarding Committee scrutinized the proposals and awarded the successful deal to CPG.

This Kyaukphyu SEZ project is set to include a deep-sea port, an industrial zone and residential developments. The project—along with Chinese oil and gas pipelines and transit routes to connect the Bay of Bengal to southern China—is part of plans to create what has been called a "mini-Singapore" on an island off Rakhine State, Burma.

The Kyauk Phyu SEZ will be implemented in four phases.

  • The first stage which was completed last year involved the designing of a conceptual plan;
  • The second stage has been completed with the selection of the consulting firm (this event);
  • The third stage will run from March to November this year and will involve the invitation of developers; and
  • The fourth stage would be the implementation of the project.

The consortium led by CPG Corporation—formerly the Singaporean government's Public Works Department—also includes real estate firm DTZ, Global Maritime and Port Services ("GMAPS"), global accountants EY (Ernst & Young) and project management company PM Link.

IPC-Seminar: Mr Amin's speech

GMAPS representative, Mel Sng, Vice-president of Business Development, who delivered a speech on the expertise that GMAPS would be brining to the consortium and the project, during the press conference had this to say,"Intrinsically, GMAPS is an international port, marine and engineering consultancy company, with project experience in ASEAN, Far East, South Asia, Middle East and Africa.

Our senior management team comprise of C-Level and senior managers from the Maritime Port Authority of Singapore, PSA and Jurong Port; bringing along expertise in areas of port operations & management, port engineering, logistics and maritime law.

Hence, GMAPS is well conversant with all major cargo types whether be containerized, bulk or general cargoes and its handling.

In essence, we offer 2 main port consulting solutions in areas of public-private partnership advisory and technical advisory with an underlying and fundamental services provision in areas of port regulatory framework, operations planning and development, front-end and detailed engineering design.

Our role in the tender process for the development of Kyauk Phyu Special Economic Zone will be the review and study of the port master plan and its associated supportive studies; and get a best-fit and most compatible terminal operator for the Kyauk Phyu SEZ port via a tender process.

I would like to leave you with a note: To achieve sustainability and growth, a Port must have a life of its own.

Once again, thank you for the award and we look forward to work with BEAC and the Kyauk Phyu community."

IPC-Seminar

The winning consortium was tasked with drawing up a workforce development plan and an environmental and social impact assessment plan. The companies must "develop infrastructure, for instance electricity, water, transportation, communication and hotels […and] work in conformity with the relevant ministries, state government, with interested investors," according to an official translation of Myint Thein's speech.

The winning consortium will also draw up an "involuntary resettlement sourcebook," to make sure that any displacement of people related to the project follows World Bank guidelines, he said.

The companies are facing a short timeline to complete the work as the government wants implementation to begin in December.

A project led by the China National Petroleum Corporation has already installed a natural gas pipeline connecting the offshore Shwe gas field with China's Yunnan Province. A parallel oil pipeline is reportedly near completion, and road and rail plans along similar routes have also been announced for what could become an important economic corridor for China.

Than Maung indicated that the SEZ and port project together with the existing Chinese development of a natural gas pipeline connecting the offshore Shwe gas field with China's Yunnan Province as well as a parallel oil pipeline which is reportedly near completion, and road and rail plans along similar routes would make Kyaukphyu strategically important making it a hub of international trade between East and West.

GMAPS facilitates and conducts the "Development of a maintenance management system for cargo handling equipment" seminar in Bogor, Indonesia.

Singapore, 30 September 2013:At the request of the Indonesia Port Corporation (IPC) (aka PT Pelabuhan Indonesia II), Global Maritime and Port Services Pte Ltd (GMAPS) organised, facilitated and conducted a three-day seminar in Bogor, Indonesia.

This seminar kick-started our GMAPS project for the Development of a Maintenance Management System for Cargo Handling Equipment used by 12 IPC ports located in Sumatra, Kalimantan and West Java. It was attended by 45 engineers and managers from these ports.

IPC has purchased a large number of sophisticated cargo handling equipment for these ports. It appointed GMAPS as its consultant of choice to improve its maintenance management system for these equipment. IPC recognises the expertise and experience of GMAPS team of experts in maritime and port planning, infrastructure and operations. Our project team comprises Mr Mohd Mustafa, Mr Teo Woon Hun, Mr Koh Ler Hian, Mr Fong Kum Hor and Mr Gardeep Singh, many of whom have decades of experience working in former Port of Singapore Authority, the current PSA Corporation and its overseas ports.

Under the Terms of Reference (TOR) of the Consultancy Services, GMAPS has been engaged to provide consultancy and advisory services for the introduction of a Maintenance Management System for IPC’s port equipment. The aim is to ensure enhanced reliability and efficient port operations with optimal costs.

In this seminar in Bogor, GMAPS facilitated a preliminary assessment of the issues faced in maximising the utilisation of the port equipment. It involved interactive discussions, cross-group interactions and Q&A sessions to help the participants fully appreciate the systemic issues involving equipment usage and maintenance.

Mr Dana Amin, Operations Director of IPC, who graced the occasion said, "“... As our operations grow, we must have a proper computerised system to manage the maintenance of our sophisticated equipment. In our regional ports, the staff training did not address the problems faced by the staff. In addition, there is a shortage of proper workshops, stores and inventory management systems. This seminar marks the first step towards implementing a computerised system ."

After successfully understanding the problems at hand faced by these engineers and managers from the various ports, GMAPS consultants will be performing a gap analysis by visiting each port to identify the variances between the existing maintenance regime and best-practices in maintenance systems.

IPC-Seminar: Mr Amin's speech

In his closing address, Mr. Amin said that he is confident that at the conclusion of the project, ”we would have a good roadmap for equipment maintenance, which will be the pre-concept for all the future system developments. We cannot afford to have a high downtime of our equipment. Better maintained equipment can increase our productivity and profitability.”

GMAPS is Awarded Consultancy Contract for Master Plan and
Engineering Design of Bangkok Port Terminal 3

Singapore, 25 February 2013: Global Maritime And Port Services Pte Ltd (GMAPS) is very pleased to announce that it has been successful in the tender called by the Port Authority of Thailand (PAT) to prepare a Master Plan and feasibility studies for the redevelopment of the existing container and general cargo terminals at the Bangkok Port into a new state-of-the-art container terminal (Terminal 3).

BKK Port T3The Port Authority of Thailand (PAT) has a total of 940 acres of land in Bangkok, of which 340 acres have been developed into Bangkok Port. Bangkok Port is divided into Container Terminals 1 & 2 in the east and the Multi-Purpose Terminal in the west, separated by Phra Khanong Canal. The Container Terminals have a total quay length of 1,200 metres, while the Multi-Purpose Terminal (West Wharf) has 1,500 metres of quay length. The structure and facilities at the MPT were designed to support the conventional method of cargo handling, an activity which has been assessed to be less profitable than other high-end and value-added activities.

GMAPS has entered into an agreement with Hamidon and Associates who are the local consultants in Brunei to provide consultancy services for the socio-economic, commercial and regulatory framework applicable to the operation of IMSB. Hamidon and Associates are registered in Negara Brunei Darussalam as Consultants.

PAT has plans to redevelop its existing part of its general cargo terminals at West Wharf into a new Container Terminal (Terminal 3) capable to handling up to 1.4 million TEUs per year. The area consists of 600 metres of wharf-front by 800 metres. Terminal 3 will be a modern, safe and environmentally friendly port that meets international standards, and plays a key role in supporting the nation’s trade and logistics industry.

GMAPS formed a consortium with Chotichinda Mouchel Consultants Limited to prepare this Master Plan. We will also determine the design and capacity of the berth and yard so as to maximise the throughput for the proposed design, and recommend the most suitable operating systems and work processes as well as IT procedures to be adopted by all three Container Terminals in Bangkok Port. The feasibility studies will include all the economic, engineering, environmental and operational aspects of the port development within the new Bangkok Customs fence.

BKK T3 Contract Signing The consultancy agreement was signed in Bangkok on 22 February 2013 between the Port Authority of Thailand and the consortium comprising GMAPS and Chotichinda Mouchel Consultants.
